The dissent from Justices Clarence Thomas, Samuel Alito and Neil Gorsuch argued the travel ban should be fully implemented.

What does this travel ban do?

"For example, a nonprofit group devoted to immigration issues may not contact foreign nationals from the designated countries, add them to client lists, and then secure their entry by claiming injury from their exclusion", the court wrote.

"It is about as good as you can get", he said.

That's expected to include people with prior family, school or work connections.

It is also likely, some immigration lawyers say, to continue pushing immigrants toward Canada, as global students and workers who are anxious about their prospects in the United States try the country to the north instead.

"What the Supreme Court did was say "We're going to narrow the pause that's been put on that travel ban".

Bona fide connections to entities, it said, must be "formal" and "documented".

"Hardly any of those people can come here anyway. And, I think it's a complete mischaracterisation to say that this is in some way a victory for the administration".

When will it kick in?

This time around, the ban will not go into effect immediately. "So I trust the Supreme Court will lay it out better", Tari Esposito said.

The executive order also made waivers available for a foreign national seeking to enter the United States to resume work or study, visit a spouse, child or parent who is a U.S. citizen, or for "significant business or professional obligations".

Justice, Department of Homeland Security and State Department officials said they were still studying the decision to see exactly who it affected, and how it might be implemented. But if you're applying cold as a visitor or through the diversity visa program, you probably can't.

Shortly after the court issued its opinion the American Civil Liberties Union (ACLU) said on Twitter it would "head back into court to fight the fundamentally unconstitutional Muslim ban this October".

What's the difference with this ban and the last two?

The six countries are Libya, Syria, Iran, Sudan, Yemen, and Somalia. The next day, as protests rang, a judge in NY blocked a portion of the ban.

On March 15 it was blocked.

Watson then allowed Hawaii to modify its suit to challenge the second ban, and ultimately issued a nationwide injunction against it. The court found that the president likely exceeded his statutory authority under the Immigration and Nationality Act. Foreign nationals who wish to visit close relatives inside the country will also continue to be able to obtain visitor visas to travel to the US.

"I want people who can love the United States and all of its citizens, and who will be hardworking and productive."

It would leave 22 million more Americans uninsured in 2026 than under President Obama's health care law, the Congressional Budget Office estimates, in a blow to GOP leaders' hopes of pushing the plan through the chamber this week. The court's clerk will set a date for the case to be heard in the session that begins in October; the justices said, while noting that the Trump administration "has not requested that we expedite consideration of the merits to a greater extent". Instead, the lower courts went beyond the legal language and goal of the temporary ban to drag in what they said was unconstitutional religious discrimination based on Mr. Trump's campaign pledge to block "Muslims" from entering the country until proper vetting procedures could be put in place to identify potential terrorists.

"My take is that there is more than simply this ban at stake".

On the other hand, the justices said, relationships created for the purposes of evading the travel ban will not be considered valid.
