A senior Democratic source conceded to CNN that Republicans are right, which is why Democratic leaders united before the White House meeting on demanding only a three-month extension for the debt ceiling along with hurricane funding.

The deal includes Democratic support in the Senate for the first instalment of disaster relief aid for Hurricane Harvey victims in Houston, where flooding has devastated the Texan city.

"His feeling was that we needed to come together, to not create a picture of divisiveness at a time of genuine national crisis", McConnell said of Trump.

Those include Harvey disaster relief, raising the debt ceiling by early October to prevent an unprecedented default on US government debt, and passing legislation for federal spending in the fiscal year that begins on Oct. 1 to avoid a government shutdown.

Trump not only undercut Republican congressional leaders but also his own advisers-including Secretary of the Treasury Steve Mnuchin, who had also advocated for passing a debt limit hike that would allow Congress to avoid another one of these showdowns before the 2018 elections.

The aide also said Ivanka Trump dropped into the meeting to "say hello", and Republican leaders were visibly annoyed by her presence. And he may have made it easier for Democrats to overturn his plan to kick Dreamers out of the country in six months. That would send the legislation back to the House where very conservative lawmakers are opposed to raising the debt ceiling without concessions on spending.

The party in power - in this case Republicans - often argues for as long of a debt limit increase as possible for two reasons.

Some conservative groups, such as Heritage Action, support this disaster aid without spending offsets.

"Helping to clear the decks in September enables us to focus on tax reform for the American people", Marc Short, Trump's director of legislative affairs, told reporters. The lawsuit, filed in the Eastern District of NY, argues that Trump's decision to end the program, which protects immigrants who were brought to the US illegally as children, violates the due process and equal protection clauses of immigrants as well as the Administrative Procedure Act.

If Congress does not raise the debt limit, the U.S. will run out of money to pay its bills. Democrats, however, would need to win over Republican votes to add the Dream Act to legislation.

The move also buys nearly three months, until December 15, for Washington to try to solve myriad other issues, including more funding for the military, immigration and health care, and a longer-term increase in the government's borrowing authority to avoid a first-ever default.
