United Nations investigators have said the Syrian government committed war crimes by using chemical weapons, including as recently as April.

A previous investigation by chemical weapons inspectors had identified the use of sarin at Khan Sheikhoun but did not say who was responsible.

The attack killed at least 83 people, dozens of them women and children.

The Syrian Observatory for Human Rights, a Britain-based monitor, has previously given a death toll of at least 87.

In the deadliest Khan Sheikhoun attack, Russian and Syrian officials denied that Syrian forces had used chemical weapons, explaining that air strikes conducted by Syrian forces that day had struck a terrorist chemical weapons depot.

In its statement, the commission said that it is also investigating "allegations that worldwide coalition airstrikes, carried out as part of the on-going offensive to repel" the Islamic State, "have resulted - and continue to result - in increasingly alarming numbers of civilians casualties".

"In Al-Jinah, Aleppo, forces of the United States of America failed to take all feasible precautions to protect civilians and civilian objects when attacking a mosque, in violation of worldwide humanitarian law", the report said.

The coalition has repeatedly emphasized that it takes extensive precautions before launching any strike that may affect civilians. It was among four chemical attacks the commission tallied over the span of its investigation - including the use of "weaponized chlorine" in three other locations.

The Syrian government has denied the team access to the territory it controls.

When President Obama drew a "red line" that threatened the Syrian government with United States military action if Bashar Assad's forces used poison gas - and then withdrew it - the move was justified by a Russian guarantee that they would take possession of Syria's entire gas inventory.
