Fired former national security advisor Mike Flynn exalted that a nuclear deal involving Russian Federation was "good to go" just minutes after President Trump took the oath of office, House Oversight panel Democrats said based on a whistleblower's claims.

Flynn attempted to "manipulate the course of worldwide nuclear policy for the financial gain of his business partners", and assured a business partner the USA would relax sanctions once he worked in Trump's White House, Cummings wrote to House Oversight Chairman Trey Gowdy, R-South Carolina.

On Wednesday Cummings sent the whistleblower's account to committee chairman Trey Gowdy with a request that he issue subpoenas to White House officials, including chief of staff John Kelly, as well as Flynn, Copson and their other business associates for material that would corroborate the whistleblower's statements. "These grave allegations compel a full, credible, and bipartisan congressional investigation". The account provides the strongest claim yet that the administration was focused on unraveling the sanctions that President Barack Obama had just put in place and that Flynn had a personal motivation for doing so.

Copson, who six months earlier had paid Flynn US$25,000 (S$33,000) to help promote his scheme, told the whistleblower that Flynn told him sanctions on Russian Federation would be "ripped up" as a priority in the Trump government. On Inauguration Day, according to the whistle-blower, Mr. Flynn texted the former business associate to say that the project was "good to go".

Prosecutors "asked my office to hold on the public release of this information until they completed certain investigative steps", Cummings wrote.

Flynn, who pleaded guilty Friday to lying to the Federal Bureau of Investigation, did consulting work with the form as part of a deal to build nuclear reactors across the middle east. Copson was working with Flynn to promote a joint project with Russian Federation to build nuclear reactors in the Middle East.

The whistleblower, who provided his account to Cummings in June, said he was with Alex Copson, managing partner of ACU Strategic Partners, a key Flynn ally on the nuclear project, on January 20, Inauguration Day.

Copson allegedly told those around him that "Mike [Flynn] has been putting everything in place for us".

Two days after the election, Obama warned Trump not to hire Flynn, CNN reported. He and Cummings jointly exposed details that Flynn had lied on his security clearance forms earlier this year, though Chaffetz later backed off the inquiry despite the Democratic demands.

Flynn was involved in the Middle Eastern nuclear project from spring 2015 to the end of 2016, according to recent financial disclosure filings, a period that overlapped with his role as a prominent adviser to Trump's campaign and transition.

Attorneys for Flynn and Copson did not immediately return email and phone requests for comment.

Cummings did not name the whistleblower in the letter, but offered to have Gowdy speak with the person directly.

The whistleblower is not named in the five-page letter that Cummings shared with ABC News on Wednesday, and is unlikely to identify him or herself, fearing retaliation.
